Mr. Dhammika Kitulgoda |

As of January 1, 1998, Mr. Dhammika Kitulgoda has been secretary of the Judicial Service Commission of Sri Lanka. He is the most senior district court judge to receive this appointment, which was noted with approval in the local press. During his tenure he has displayed his abilities with distinction, showing himself to be a true judicial reformer. One of his initiatives secured funding from USAID to hold seminars for judges in the provinces; another was to establish a mentoring program where senior judges provided assistance and guidance to junior colleagues. His wife Dhammaik is employed as legal counsel by the Bank of Ceylon. They have three daughters. |

The Hon. Madam Justice Khalida Rashid is one of the first women appointed to the High Court of Peshawar, Pakistan. She achieved this honour by advancing "through the ranks" from civil judge to district court judge, and finally to judge of the High Court of the Northwest Frontier province, maintaining at all levels an outstanding reputation for efficiency, diligence and sound jurisprudence. Among her many duties, she has taken on the responsibility for supervising a registry of Commonwealth women judges interested in judicial education, a task for which we at CJEI are particularly grateful. Madam Justice Rashid was a distinguished guest at a CJEI reception held recently in Ottawa. She is married to a distinguished U.N. official and has three children. |
